Use this template to draft a comprehensive grant proposal. Each section includes instructions to guide your writing.

1. Cover Sheet

2. Executive Summary (Abstract)

Write a concise overview (typically 300 words or fewer) that summarizes the entire proposal. This is often the first section reviewers read.

3. Statement of Need

Describe the problem or need your project addresses. Use data, research, and evidence to establish urgency and significance.

3.1 Problem Description

What is the specific problem? Who is affected? Why does it matter now?

3.2 Target Population / Community

Who will benefit from this project? Provide demographic or contextual details.

3.3 Supporting Evidence

Cite relevant research, statistics, or prior studies that substantiate the need.

Clearly state the overall goal and measurable objectives your project will achieve.

5. Methodology / Project Design

Describe how you will accomplish the project goals. This is often the most heavily weighted section.

5.1 Approach

What methods, activities, or interventions will you use? Justify your approach.

5.2 Work Plan / Timeline

Break the project into phases or milestones with estimated dates.

5.3 Personnel & Roles

List key personnel and their responsibilities.

5.4 Evaluation Plan

How will you measure success? Include metrics, tools, and reporting schedule.

Provide a detailed breakdown of all requested funds with justification for each line item.

7. Organizational Capacity

Demonstrate that your organization is qualified and equipped to execute this project successfully.

List any additional materials required or recommended by the funding agency.

10. Pre-Submission Compliance Checklist

  • Proposal conforms to all RFP / solicitation requirements

  • Indirect cost rate certified / applied correctly
  • Letters of support obtained and included
  • Internal review completed
